Learning poverty
Definition
Learning poverty is the share of ten-year-olds unable to read and understand a simple story.
Why the measure exists
Enrolment rose worldwide for decades while learning did not keep pace. Learning poverty was introduced to measure the gap between being in school and being taught.
It rose sharply after the 2020 school closures and has not fully recovered in most countries.
