COPPA
COPPA is the US Children's Online Privacy Protection Act, which restricts data collection from children under 13.
The practical effect
COPPA requires verifiable parental consent before collecting personal information from a child under 13. In practice it is why so many platforms set 13 as their minimum age — it is cheaper than building consent flows.
The UK Age Appropriate Design Code and the EU GDPR-K provisions do similar work with different mechanics.
