Gross enrolment ratio
Definition
Gross enrolment ratio is total enrolment at a level of education, regardless of age, as a share of the official age group.
Why it can exceed 100%
Because it counts over-age and under-age pupils. A ratio of 110% does not mean everyone is in school; it usually means repetition or late entry.
For whether children are actually in school, net enrolment and completion are the honest measures.
